The lattice-cryptography ledger audits 635 papers across sixteen sweeps (2024–2026) on RLWE/MLWE/Module-LWE/NIST-PQC cryptanalysis claims. The harness consists of 16 bills (closure mechanisms a frontier cryptanalysis claim must pay), seven meta-costs (disqualifying conditions including the new M7 hardware-thermodynamic-only filter), and three escape gates (G1 methodology, G2 negative-result, G3 theoretical-construction).
Four bills are predicted ★ empty: Bill 7 (frontier-LWE attack survives all six audits), Bill 11 (causally faithful BKZ cost model at frontier security level), Bill 13 (NIST-Round-3+ adaptive-attacker audit), Bill 16 (cross-cryptosystem / shared-subroutine quantum cryptanalysis — cousin to Factorization Bill 8 and QA Bill 8). Across the 635-paper batch, all four ★ bills hold; the strongest empty-space anchor is the 24-paper hybrid-deployment cluster (Bill 15) which surfaces protocol-level failures TLS 1.3 / DNSSEC / FIDO2 / IPsec / Sigstore consistent with the Bill 7 prediction.
This document is the Public Draft of the bills definition (v0.2). The full preprint with sweep-level evidence, paper-by-paper audit ledger, and v0.3 lock conditions is in deep-loop and will be released as an IACR ePrint after the bill classifier hits the 1.000/1.000 benchmark on ≥50 hand-curated cases across all 16 bills + 7 meta-costs + 3 escape gates.
